NC Education Research Council

North Carolina Education Research Council

The North Carolina Education Research Council provides research to support decision making on major policy issues by the Education Cabinet and the units of state government its members represent. The Cabinet includes the Governor, the Chair of the State Board of Education, the Superintendent of Public Instruction, the President of North Carolina Community Colleges, the President of the University of North Carolina, and the President of the North Carolina Association of Independent Colleges and Universities (ex officio). Each member of the Education Cabinet appoints a representative to the Council. With strategic direction from the Education Cabinet, the six-member Council provides guidance and oversight for the effort. The Governor's representative chairs the Council.   

With the guidance of the Education Cabinet, Research Council staff designed the First in America system of targets and indicators to measure progress toward the goal of making North Carolina's education system the best in the nation by 2010. The Council issues annual reports of progress toward this goal. Council staff also develop or commission a series of First in America Special Reports, which summarize research on specific topics, such as minority achievement gaps, pre-kindergarten education, class size reduction, and professional development for teachers. Council staff have also served as staff to Governor Easley's Education First Task Force, drafted and edited the report of it's Hallmarks of Excellence Committee, played a key role in the development and design of the North Carolina School Report Cards, provided data on teacher supply and demand in North Carolina, served as staff to the Z. Smith Reynolds Professional Development Work Group, and prepared reports in response to requests from the North Carolina General Assembly.
